Special Program for Employment of Students

What is SPES?
The Special Program for Employment of Students (SPES) is mandated under Republic Act No. 9547 otherwise known as “An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment During Summer and/or Christmas Vacations, Through Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per Centum of Their Salaries or Wages and The Forty Per Centum Through Education Vouchers To Be Paid By the Government, Prohibiting and Penalizing The Filing of Fraudulent and Fictitious Claims, and For Other Purposes”, Under this law, the Secretary of Labor and Employment is designated Program Director of the SPES.

OBJECTIVE
The objective of the SPES is to develop the intellectual capacities of children of poor families and harness their potentials for the country’s well being. Specifically, the Program aims to help poor but deserving students pursue their education by providing income or augment their income through encouraging their employment during summer and/or Christmas vacations.

COVERAGE
The SPES is open to all qualified high school, college or vocational students or drop-outs and interested employers.

Students and Drop-outs

  1. 15-25 years old
  2. Enrolled during the present school year/term or during the school year/term immediately preceeding the summer vacation.
  3. Dropout who intend to continue his education.
  4. Parents’ combined net income after tax, including his own, if any, does not exceed P36,000 per annum.
  5. Garnerned a passing grade during the school year/term referred above or in case of dropout, the last year/term attended.
  6. His/her parents has been displaced or about to be displaced due to business closure or work stoppage provided he/she meets a, b and d above.

EMPLOYERS 
Any person or entity who has employed at least 50 workers at any given time during the past 12 months.

REQUIREMENTS
1. Duly filled Registration Form 01 (3 copies) with ID pictures attached and attested by the school principal or registrar.
 - Birth/baptismal certificate
 - Form 138 where age is specified
 - Joint Affidavit of two disinterested parties pertaining to the age of student.
2. Any of the following to attest his/her age:
 - Form 138 (High School Report Card)
 - Certification by School Registrar that the student has a passing school grade during the previous semester/school year
 - Certified true copy of the student’s class card where his/her passing could be determined
3. Any of the following to attest the students’ rating:
4. Latest Income Tax Return of the Parents / or a certification from the employer/union president that the parent of the applicant is to be displaced or have been displaced.

WHERE TO APPLY?
  1. Students-applicants may apply at any of the following: DOLE Regional/District/Provincial Office, Public Employment Service Offices (PESOs), or other deputized entities.
  2. Employers may signify their intention to hire students by signing a Pledge of Commitment and submitting it to the nearest PESOs/DOLE Regional Offices.

    Sa patuloy na pagsusumikap ng Pamahalaang Bayan ng Silang na mapalawak at mapabuti ang serbisyong pangkultura at pang-edukasyon, masaya naming ipinapaalam ang pagbubukas ng bagong-renobadong Silang Municipal Library. Sa pangunguna ng ating minamahal na Mayor Kevin Anarna at Municipal Administrator Nathaniel "Jung" Anarna, Jr., ipinapakita natin ang dedikasyon ng lokal na pamahalaan sa pagpapalakas ng kaalaman at kultura sa ating komunidad.
    Ang bagong disenyo ay naglalayong magbigay ng mas malawak na espasyo para sa pag-aaral, pananaliksik, at iba pang kultural na aktibidad.

    Sa pagtutok sa pagpapalakas ng kagalingan ng mga mamamayan, nadagdagan ang koleksyon ng mga libro, pamplet, at iba pang learning materials sa Silang Municipal Library. Ito ay magbibigay ng mas maraming mapagkukunan ng kaalaman at impormasyon para sa mga mag-aaral, guro, mananaliksik, at iba pang interesadong indibidwal.

    Ang Municipal Library ay matatagpuan sa lumang munisipyo, Brgy. Poblacion 5, Silang, Cavite.

    MABILIS NA AKSYON NG PAMAHALAANG BAYAN Mar. 13, 2024 - 03:13 AM
    Ang inyong Pamahalaang Bayan ng Silang ay mabilis na umaksyon sa reklamong ating natanggap tungkol sa temporary transfer facility ng basura sa Barangay Bulihan. 
    Agarang nag-inspeksyon sa lugar ang ating mga kawani mula sa Municipal Environment and Resources Office at sa loob lamang ng 24 oras ay agad itong napaalis at napalinis.
    Sa ganitong paraan, ipinapakita ng Pamahalaang Bayan ng Silang ang kahandaan at determinasyon na agarang aksyunan ang mga reklamo ng ating mga mamamayan. Ang naganap na hakbang ay naglalayong hindi lamang mapanatili ang kalinisan kundi maging ang pagkakaroon ng isang mas malusog at maayos na komunidad para sa lahat.

    Tunay na nagpapatuloy ang Pamahalaang Bayan ng Silang sa ating layunin na maging responsableng tagapamahala at tagapagtanggol ng kagandahan at kaayusan ng ating bayan.

    Bagong Silang Municipal Library, Bukas na! Mar. 13, 2024 - 03:05 AM
    Itinanghal bilang 5th Placer out of 23 Municipalities sa 2023 OUTSTANDING LOCAL CIVIL REGISTRY OFFICE sa buong lalawigan ng Cavite ang ating Municipal Civil Registry Office sa pangunguna ng ating masipag na MCR Head, Ms. Priscilla R. Tagle.
    Ang ating tagumpay na ito ay hindi lamang nagpapakita ng kahusayan ng ating LCRO kundi pati na rin ang kolektibong pagsusumikap ng bawat kawani na nagtatrabaho ng may husay, galing, talino at malasakit.

    Maraming salamat sa inyong suporta at pagtitiwala. Patuloy nating ipagpatuloy ang pag-unlad at tapat na paglilingkod para sa ating mga mamamayan.
